I move that the Dáil agree with the Seanad in the following amendments:—
1. In Section 7 (1), after the word "character," line 45, the words "education, training, experience," inserted.
2. In Section 7, sub-section (2) deleted.
3. In Section 7 (3), page 5, the words "either of the foregoing subsections," in lines 1-2, deleted, and the words "sub-section (1)" substituted therefor.
The important amendment is Amendment 2; the last is consequential. Amendment 2 proposes the deletion of sub-section (2) of Section 7. When this Bill was going through the Dáil there was a certain amount of exception taken to that sub-section, but it was not opposed very vigorously until it went to the Seanad. This is more or less an agreed measure, and I accepted the amendment in the Seanad. I recommend the Dáil to accept it also.
