asked the President if it is not a fact that in 1925, in connection with the appointment of a Principal to the Pembroke Technical Schools, an appointment made by the Pembroke Urban District Council, the names of two candidates were submitted to the Council by the Local Appointments Commission, with an intimation that either candidate might be selected for the position.

The appointment in this case fell to be made by the local authority, viz., the Pembroke Technical Instruction Committee, subject to the approval of the Minister for Education. At the latter's request, the Civil Service Commissioners reviewed the qualifications of the applicants for the post and reported the result to the Minister. Neither the Minister nor the Civil Service Commissioners were under any statutory obligation to take this course, which was dictated by considerations of convenience. In fact the names of two candidates were sent forward by the Civil Service Commissioners.
