asked the Minister for Industry and Commerce whether consideration has yet been completed of the Report of the Committee on Industrial Assurance, printed on 16th July, 1924, and whether he proposes to introduce legislation on the subject.

This report has been fully considered but while preparing legislation it has been found necessary to examine into important questions with which the Committee under its terms of reference was not in a position to deal. It has, therefore, not been possible yet to come to final decisions as to the form which legislation should take.

Does the Minister not consider that almost four years has been long enough to have this matter fully considered and to have legislation introduced? In view of the great importance of this matter to the country, will be see that there will be no avoidable delay in the introduction of legislation arising out of the report?

I am seeing to that, but I cannot assume, as the Deputy does, that even four years means avoidable delay in a very big question of this sort.

Four years is a long time.

It is, but it has not been long enough.
