In Committee on Finance. Financial Resolutions. - Money Resolution (Censorship of Publications Bill).

I move:—

"Go bh'fuil sé oiriúnach a údarú go n-íocfar amach as airgead a sholáthróidh an tOireachtas aon chostaisí fé n-a raghfar chun aon Acht do chur in éifeacht a rithfar sa tSiosón so chun socrú do dhéanamh chun díol agus scaipe litríochta mífholáine do thoirmeasc agus, chuige sin, socrú do dhéanamh chun scrúdóireacht leabhar agus foillseachán tréimhsiúil do bhunú agus chun srian do chur le foillsiú tuairiscí ar shaghsanna áirithe imeachta breithiúntais agus chun crícheanna eile a bhaineas leis na nithe roimhráite.

That it is expedient to authorise the payment out of moneys to be provided by the Oireachtas of any expenses incurred in carrying into effect any Act of the present Session to make provision for the prohibition of the sale and distribution of unwholesome literature, and for that purpose to provide for the establishment of a censorship of books and periodical publications and to restrict the publication of reports of certain classes of judicial proceedings, and for other purposes incidental to the matters aforesaid."

Under Section 22 of the Bill expenditure incurred, with due sanction, in carrying out the Act will fall to be met out of voted moneys. There will be a set-off (probably small) in the fees to be received under Section 12 (4) for extracts from the Register of Prohibited Publications. At this stage it is impossible to make any reliable forecast of the increase in State expenditure which may be entailed by the proposed legislation, as the amount of extra work which will be caused obviously depends both upon the activity and upon the care and judgment which will be shown by the "recognised associations" in making complaints under Sections 7 and 8. It is not anticipated that any expenditure will be incurred during the current financial year, and it is hoped that the annual expenditure in subsequent years will be small.
