In reference to this Bill I would just like to say that a Commissioner was appointed in 1926 to administer the functions of the Trim Urban Council. The statutory period for which he was appointed expires on the 16th July, 1929. The necessary steps to have an election held for the Urban Council in Trim were taken but no nominations were received. The matter was then referred to the County Council so that the County Council would take steps, as they were the statutory authority, to have the affairs of the urban district administered. The following is an extract from the minutes of a meeting of the County Council held on the 1st July:
On consideration of the matter and in view of the reluctance of the electors of the Trim Urban District to depart from the system of administration by Commissioner, it was proposed, seconded and passed nem. con.:—
"That the Meath County Council take no action under Article 7 of the Schedule to the Local Government (Application of Enactments) Order, 1898, to provide for the continuance of the administration of the Trim Urban District."
The Urban District Council is a sanitary authority. As matters dealing with public health need attention and as certain payments will have to be made, it will be necessary to extend the period of the Commissioner, by statute, so that the affairs of the district can be administered until such time as the further consideration which is necessary, can be given to the matter, to see what should be done with regard to the future administration of the urban district. In view of the state of the work of the Oireachtas I would ask that the second reading of this Bill be taken on Wednesday and I shall propose that all the further stages be taken on that day.
