In Committee on Finance. - Vote 8.—Local Loans.

I move:—

Go ndeontar suim ná raghaidh thar £666,000 chun slánuithe na suime is gá chun íoctha an Mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1931, chun capital do sholáthar do Chiste na nIasachtaí Aitiúla, agus chun aisíoc do dhéanamh le Rialtas na Breataine mar gheall ar iasachtaí áitiúla atá gan íoc.

That a sum not exceeding £666,000 be granted to complete the sum necessary to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1931, to provide capital for the Local Loans Fund and to make repayment to the British Government in respect of local loans outstanding.

The amount of capital which it is proposed to vote this year, £550,000 altogether, with balances at present available, will make it possible to sanction advances totalling £658,000 during the year. It is anticipated that the sanctions will be something like the following: Land Improvement Loans £20,000—these are loans for smaller holdings which are not being dealt with by the Agricultural Credit Corporation, such as loans for hay barns and land improvement— drainage maintenance under the Drainage Maintenance Acts, £5,000; Arterial Drainage, £50,000; Barrow Drainage, £57,000; Public Health Loans, £300,000; Arterial Drainage Minor Schemes, £10,000; Housing, £180,000 Housing Gaeltacht, £30,000 and Harbour Loans, £6,000.

We are compelled to vote against this Estimate on account of sub-head B, the payment of £600,000 to the British Government under Article V. of the ultimate financial settlement of 19th March, 1926. The payment of this sum is analogous to the payment of land annuities. We do not believe it is obligatory on this State to make it under the Treaty, as amended by the Agreement of 1925, and we intend to express our view in the division lobby.
