Would the Minister say what is the objection to having the Act in operation? Why does he take power to suspend the Act at any time on notice? It is not clear what harm there is in having such an Act in operation, at least, up to a certain date.

The reason for this clause is that if, and when, this Bill disappears it will have to be followed by some type of legislation to ensure credits for a particular type of industrial enterprise. It will be necessary to give notice when this Bill is lapsing before a certain time. If I simply carried it through from year to year, as I came to the end of each year I would always find myself in the position in which I am to-day, that there would be one or two applications emerging as the Act was running out. In order to stop that, this type of legislation is necessary. Notice will have to be given that the measure is coming to an end so as to stop applications under the Act. That is the only purpose of the clause.
