Private Business. - Vote No. 57—Railways.

I move:—

"Go ndeontar suim bhreise ná raghaidh thar £7,750 chun íoctha an mhuirir a thiocfidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1931, chun íocaíochtanna fé Acht na mBóthar Iarainn, 1924, fén Tramways and Public Companies (Ireland) Act, 1883, etc., agus chun crícheanna eile a bhaineann le hIompar in Eirinn.

That a Supplementary sum not exceeding £7,750 be granted to defray the charge which will come in course of payment during the year ending 31st March, 1931, for payments under the Railways Act, 1924, the Tramways and Public Companies (Ireland) Act, 1883, etc., and for other purposes connected with Irish transport."

The details of this Vote are set out in the paper itself. The latter portion —EE—giving details, shows that a certain sum had been voted last year, of which £2,000 was the final instalment but the conditions under which that instalment were to be paid were not satisfied and, consequently, the £2,000 lapsed. It is now proposed to have this £2,000 re-voted, the conditions having now been fulfilled. In addition to that we are asking the Dáil to assent to the payment of a sum of £5,750 to meet the losses in working in the year 1930. These are the usual payments made to the Londonderry and Lough Swilly Railway in respect of the working of three Government lines in Co. Donegal. The sum of £5,750 is given on the usual conditions: (1) that it is a maximum sum and may be sealed down if conditions allow; (2) that the Government of Northern Ireland advance an equal amount.

While it is my intention and the intention of other Labour Deputies to vote in favour of this Supplementary Estimate, at the same time I would like to ask the Minister whether he is in a position to make a statement in regard to the negotiations taking place for some time between the Londonderry and Lough Swilly Railway and the L.M.S. (Northern Counties Committee) and the Great Northern Railway Company with a view to the Co. Donegal Joint Railway taking over the Londonderry and Lough Swilly Railway. I should like to know if the Department was represented at these negotiations, and further, if it is the intention if these negotiations are successful, for the Minister's Department to introduce the necessary legislation to give effect to any alterations that might be necessary. Also if such a Bill is introduced is he prepared to have inserted a clause adequately safeguarding the position of the employees both of the Londonderry and Lough Swilly Railway and of the County Donegal Railway?

I am not in a position to make any statement with regard to the negotiations which the Deputy alleges are going on.

Would the Minister say if his Department is represented at those negotiations?

Does the Minister suggest that this is a matter for the railway companies concerned?

What is the matter?

The question of the proposed absorption of the Londonderry and Lough Swilly Railway?

I do not know anything about the negotiations to which the Deputy refers. I have no official information about them.

Nothing whatever?

No official information about them.

Might I ask the Minister, in view of the fact that there is a possibility of the Londonderry and Lough Swilly Railway being taken over by two companies, one of whose headquarters is outside the Saorstát, would it not be the duty of his Department to be represented at these negotiations, to safeguard not only the interests of the employees but also the interests of the travelling and trading community in the Co. Donegal.

Nothing can be done in regard to Government-owned railways without myself having some say in the matter. I can come in on the proper occasion but I am not in at the moment.
