I wish to say that while we accept this Bill, it is with a considerable amount of reserve, as a choice of evils. I hope that the Government will keep a close watch upon the development of the totalisator so that its use can be gradually spread as a better alternative to the betting shops.

I am afraid that with the present constitution of the Government any hope of support for the totalisator is beyond my most sanguine anticipations.
