The Executive Council has not yet had an opportunity of considering the matter referred to in the Deputy's question. Personally, from such consideration of the report as I have been able to give up to the present, I have come tentatively to the conclusion that its publication, or any public discussion or controversy on the subject, would be prejudicial rather than helpful to the objects which the Committee had in mind.
