Vol. 53 No. 9

Ceisteanna—Questions. Oral Answers. - Allotment of County Dublin Houses.

asked the Minister for Local Government and Public Health (1) whether he has required the County Dublin Board of Health to submit to him for his approval the names of persons to whom the board of health allot houses built by the board; (2) if so, under what authority he claims to have such a power of approval; (3) whether such a requirement exists or has in fact been enforced in the case of houses built by any other local authority.

(1) By a circular issued on 15th December last all boards of health were asked to submit for my information the names and other particulars of the persons to whom they proposed to allot labourers' cottages in respect of which they are seeking the maximum subsidy of 60 per cent. of the annual loan charges incurred in the provision of the cottages.

(2) I have power under Section 6 of the 1932 Act to pay subsidy up to a maximum of 60 per cent. of the loan charges and without the information asked for by the circular in question it would be impossible for me to determine what amount of subsidy I should allow in the case of any scheme or to satisfy myself that the payment of any subsidy is warranted.

(3) The requirement of the circular has been enforced in the case of every local authority which is in a position to make lettings of new cottages.

Mr. O'Sullivan (for Mr. Costello)

asked the Minister for Local Government and Public Health whether he is aware that hardship and disappointment have been caused to persons in Shankill and Dundrum, County Dublin, to whom houses were allotted by the County Dublin Board of Health by reason of his action in requiring the Board of Health to submit to him the names of such persons before they would be allowed to take possession of their houses and by reason of the delay which has taken place in the Minister's Department in dealing with the matter and whether he will take steps to have a decision expedited.

I am not aware that any inconvenience was caused to the prospective applicants for cottages in either Shankill or Dundrum. The lists of names forwarded by the Board of Health have already been dealt with.

Mr. O'Sullivan (for Mr. Costello)

asked the Minister for Local Government and Public Health (1) whether in accordance with a demand made by him the County Dublin Board of Health forwarded to him the names of the persons to whom the board had allotted houses built by the board at Dundrum, County Dublin; (2) if so, if he will state the date on which the board forwarded such names and (3) the reasons for the delay by the Minister in dealing with the names so submitted.

(1) The reply is in the affirmative; (2) The list of names was received on the 25th ultimo and the Department replied on 7th instant stating there was no objection to the selections made by the board of health; (3) there was no delay in dealing with the matter.
