asked the Minister for Local Government and Public Health if his attention has been drawn to a statement recently made by Judge Sheehy at Carrick-on-Shannon when sentencing a defaulting rate collector he said that the type of man found in the dock in such circumstances was not of a criminally inclined category, but the present rate collection system appeared to breed criminals and was a bad one, and if, in the face of the comments of the learned judge, he would turn his attention to devising a more satisfactory scheme for the collection of rates than that now in operation.

I have recently had the advantage of discussing with the county secretaries the arrangements as to the collection of rates which for some time have been receiving my attention.
