Pigs and Bacon Bill, 1934—Money Resolution. - Pounds (Provision and Maintenance) Bill, 1935—Fourth and Fifth Stages.

We oppose this Bill. It is an attempt to saddle local authorities with the cost of the erection of pounds, not as the Government thinks they are required but as the sheriff thinks they are required. Here, again, we are having authority centralised in one officer. He is an officer of the State and not of the local authority. The local authority will have no control over these pounds but they will have to erect them and keep them in repair. We maintain that the erection of these pounds is symbolic of the times in which we live. The Minister will not agree with that but he will, at least, admit that he is introducing this measure at a very unfortunate time. It is, undoubtedly, very unfortunate that he should see the necessity for this measure now. We oppose the Bill because we think it is symbolic of the times in which we live and that the necessity for it has arisen out of Government policy. We also oppose the measure because it is unfair to compel local authorities to erect pounds which they do not think are necessary because some other person thinks they are necessary. If the Government thinks that these pounds are necessary and that they should be erected at the request of an officer of the Government, then the Government should foot the bill and not the local authorities.
