Written Answers. - The Unemployment Assistance Act.

asked the Minister for Industry and Commerce if he is aware that Roger Delaney, Coolquill, Killenaule, County Tipperary, was granted eight shillings per week under the Unemployment Assistance Act, 1933, on the 23rd September, 1934; that no payment has been made to date, and if he will state the reasons for delaying payment.

Roger Delaney, Coolquill, Killenaule, County Tipperary, is the holder of a qualification certificate on which his weekly rate of means is assessed at 8s. per week. Mr. Delaney is a single man with no dependants and the scheduled rate of unemployment assistance payable to such an applicant in the district in which Mr. Delaney resides is 6s. per week or less than his weekly rate of means by 2s. In these circumstances unemployment assistance is not payable to Mr. Delaney.

Mr. Delaney has appealed against the rate of means assessed in his case and his appeal has been referred to the Unemployment Appeals Committee.

asked the Minister for Industry and Commerce if he is aware that John Marnell, Kickham Street, Mullinahone, Co. Tipperary, applied under the Unemployment Assistance Act, 1933, for a qualification certificate on the 22nd March, 1934; that the certificate was granted on the 19th March, 1935; that no payment in respect of this claim has been made to date, and if he will state the reasons for the withholding of this payment.

John Marnell, Kickham Street, Mullinahone, County Tipperary, applied for a qualification certificate on the 22nd March, 1934. His application was refused by the Unemployment Assistance Officer under Section 10 (3) (c) of the Unemployment Assistance Act. He appealed against that decision and as a consequence a certificate was issued in his favour on the 12th March, 1935. Mr. Marnell made application for unemployment assistance on the 19th March last. At the time he lodged his application it was not clear that he fulfilled all of the conditions for the receipt of assistance and certain inquiries had therefore to be made into the circumstances of his case before payment of assistance to him could be authorised. These inquiries have now been completed and payment of assistance for which Mr. Marnell has qualified will be made to him this week.
