Will the Minister undertake, when a letter is sent to the Deputy with the information, that he will not have to pay four pence on the letter by reason of it not being franked in the Department?
I will give no undertaking that will impose a charge on the Exchequer.
It is an ugly way of trying to balance the Budget.
