The tribunal was appointed on the 5th February, 1936. I understand that it has concluded the hearing of evidence, but it has not presented its report. The delay in the completion of the tribunal's report is due mainly to the very great complexity of the problem and to the difficulty of formulating proposals which would give grounds for hoping that whatever hardships and abuses exist would be satisfactorily remedied.
