Imposition of Duties (Confirmation of Orders) Bill, 1939—Second Stage.

I move that the Bill be now read a Second Time. This is a Bill to confirm a number of orders made under the Emergency Imposition of Duties Act. As the House is aware, orders made under that Act must be confirmed by legislation within a certain period, or they lapse. Consequently, Bills of this character have appeared from time to time. This one is introduced in order to confirm a number of orders now standing. Deputies who may wish to raise matters relating to any of the orders scheduled may find it more convenient to do so on the Committee Stage, when various points can be raised and discussed in detail. I do not think it is necessary to deal at any great length now with the orders scheduled in the Bill. The various changes effected by these orders are not of very great importance. Some of the orders are, in fact, for the purpose of reducing existing duties; others make comparatively minor amendments in the scope of existing duties; one or two represent new duties.
