Committee on Finance. - Vote 68—League of Nations.

I move:—

Go ndeontar suim Bhreise ná raghaidh thar £360 chun íoctha an Mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar críoch an 31adh lá de Mhárta, 1940, chun Síntiús mar chabhair do Chostaisí Chumann na Náisiún, agus chun Costaisí eile mar gheall air sin.

That a Supplementary sum not exceeding £360 be granted to defray the Charge which will come in course of payment during the year ending 31st March, 1940, for a Contribution towards the Expenses of the League of Nations, and for other Expenses in connection therewith.

This sum is required owing to the depreciation of the £ in terms of Swiss francs. Our original Estimate for the loss on exchange, I think, was about £2,507, and it has had to be revised owing to a drop from 20 francs to the £ to 17.77 between the time that Estimate was made and the time the payment was made. That meant that there was a sum of £1,280 which had to be met. As against that, there are savings on travelling expenses, etc., which amount to £920, leaving a net sum of £360. I do not think it is necessary to give any further explanation.

Is the Taoiseach going to say nothing at all about the League of Nations in these interesting times?

I do not think that would be in order.

I am sure it would.

To tell us what he is going to do with the £1,280? He must give some reason.

I have already read out the Standing Order which states that only the actual items in a Supplementary Estimate may be discussed. The money is required now owing to a difference in the rate of exchange. The purpose of the main Estimate could only be referred to to explain why the exchange has gone against us.

Will the Taoiseach not avail of this occasion to tell us what he is doing in respect of our obligations under the League Covenant in regard to Finland?

I do not think that would be in order either.

It is a matter that should be raised on the main Estimate.

You will not allow him to do that?

Certainly not.

He will have all the more pleasure in telling us in greater detail on the main Estimate.
