Committee on Finance. - Insurance (Intermittent Unemployment) Bill, 1939—Money Resolution.

I move:—

That for the purpose of any Act of the present session to provide for manual workers employed in the building trade insurance against intermittent unemployment resulting from stoppages of work due to inclement weather, to provide for the extension of such insurance to manual workers employed in other trades, and to provide for other matters connected with the matters aforesaid, it is expedient to authorise:—

(1) the advance out of the Central Fund or the growing produce thereof of any sums required for the purpose of discharging the liabilities of the Supplementary Unemployment Fund to be established under such Act;

(2) the payment out of moneys provided by the Oireachtas of any expenses incurred in the administration of such Act.

As I informed the House on the Second Reading, it is contemplated that the State will discharge the entire expenses of administering the Bill, but will not contribute to the fund to be set up under the Bill. It is estimated that the State's expenses will amount to about £10,000 per year.
