asked the Taoiseach if he will state if it is the intention to introduce legislation to give effect to the Report of the Commission on Vocational Organisation.

Following the presentation of the Report the various Departments of State were asked to undertake a preliminary examination of it. Until the Government has in its hands at least the results of this examination, which has not yet been concluded, it would be premature to come to a decision on the question of giving effect to any of the Commission's recommendations. In any case, whatever views the Government may eventually take in regard to the several recommendations, it is necessary to bear in mind what the Most Reverend Chairman has pointed out clearly in his Foreword, namely, that vocational organisations should develop in accordance with the laws of natural organic growth, that not all the suggestions in the Report are immediately operable and that some must await the development of others as their foundation.

May I ask does the Taoiseach agree with the Minister for Industry and Commerce that the Report of the Commission on Vocational Organisation is a slovenly document, contains many misstatements and——
