asked the Minister for External Affairs if he will state why facilities to travel to Britain to take up employment there were denied to Michael Dever, Cuilmore, Newport, County Mayo.

When the State issues a permit or passport to a citizen it makes itself liable for his diplomatic protection and, morally, if not in a strictly legal sense, it makes itself responsible in the eyes of other States for the conduct and activities of the individual concerned while in their territory. Moreover, a citizen who does not accept the authority of the State has hardly a good right to complain if the State feels itself unable to assume responsibility for his diplomatic protection. The individual concerned is in this category. He is not willing to give the assurance as to his future conduct which would justify us in accepting the onus of protecting him.
