asked the Minister for Defence if he will state whether it is proposed to institute a system of coastguards on a permanent basis on our coasts where their services are necessary in connection with the proper surveillance of wrecks, etc., and as a precaution against the infringement of our territorial waters by foreign fishing vessels; and, if so, if he will state if the service will be instituted without delay so as to avail of the experience of the men who acted as coast watchers during the emergency.
