Ceisteanna—Questions. Oral Answers. - Unestablished Civil Servants.

asked the Minister for Finance if he will consider the introduction of legislation to enable him to grant established status to unestablished civil servants with not less than ten years continuous service; if he will state the number of such civil servants who were appointed to the staff of the Second Dáil after 11th July, 1921, but before 6th December, 1921; and if he will make special provision in their cases.

The reply to the first part of the Deputy's question is in the negative. As indicated by my predecessor on the 28th June, 1944, in the debate on the Estimate for the Office of the Minister for Finance, consideration of the question of granting establishment to unestablished civil servants must await the completion of the actuarial investigation into Civil Service superannuation. With regard to the second part of the Deputy's question, I would refer him to the reply of the 20th September, 1944, to a somewhat similar question put by him on that date. Officers who entered the service of Dáil Eireann after the 11th July, 1921, have already been afforded opportunities of establishment, where appropriate, by means of limited competitive examinations held on various occasions since 1922 and I am not prepared to consider making any further special provision for their cases: Particulars of any officers who were appointed to the staff of Dáil Eireann during the period from 11th July, 1921, but before the 6th December, 1921, are not available.

Is the Minister yet in a position to indicate when the actuarial investigation will be resumed?

Does the Minister hope it will be resumed at an early date?

We will look into the matter as soon as we can.
