Ceisteanna—Questions. Oral Answers. - Electricity Supply Board and Tourist Board Appointments.

asked the Minister for Industry and Commerce if he will state in relation to (1) the Irish Tourist Board and (2) the Electricity Supply Board the following information in each case: (a) the total amount paid to these boards from State funds in each year from formation to date; (b) the name and salary of each member of each board and the manner in which, and the date on which, each was appointed; (c) where a civil servant has been appointed, particulars regarding his Civil Service salary and allowances, and whether these are paid in addition to his salary or fees as a member of the board; (d) whether any, and if so which, of the members of any such board are permitted, by the terms of their appointment, to hold any other directorship, offices, or employment, with details of any such offices; and (e) whether any conditions are laid down by him, as a matter of public policy, in regard to the method in which officers of each board are to be appointed.

The information asked for by the Deputy includes many figures and I am circulating with the Official Report a statement giving the necessary particulars.

The members of the Irish Tourist Board are appointed by the Minister for Industry and Commerce under Section 4 of the Tourist Traffic Act, 1939, and the members of the Electricity Supply Board are appointed by the Government under Section 2 of the Electricity (Supply) Act, 1927. The present members of each board are shown above and were appointed in the year 1944.

(c) Irish Tourist Board:

There is no civil servant a member of the board.

Electricity Supply Board:

Richard F. Browne was a civil servant prior to his appointment to the board. He is on leave from the Civil Service without pay or allowance. His Civil Service remuneration (including cost-of-living bonus) at the time he was first appointed to be a member of the board was at the rate of £1,069 18s. per annum.

(d) Irish Tourist Board:

Members of the board are not debarred from holding other directorships or offices and the Minister is not therefore in possession of information as to what other directorships or offices may be held by members.

Electricity Supply Board:

(1) Under the terms of their warrants of appointment as members of the Electricity Supply Board, each of the following members of the board, unless and until the Government otherwise direct, may during his period of office as such member accept and hold employment of a temporary nature in the service of the State:—Mr. Liam Forde, Dr. Laurence J. Kettle, Dr. Thomas A. McLaughlin. Neither Mr. Forde nor Dr. Kettle holds or, since his appointment as member of the Electricity Supply Board, has held, any such employment. Dr. McLaughlin was appointed Controller of Prices on 12th April, 1933, but resigned within a year from that date. The appointment carried no remuneration. (2) Dr. Laurence J. Kettle holds and, under the terms of his warrant of appointment as member of the Electricity Supply Board, is allowed to hold, the office of director of the Industrial Credit Co., Ltd. (3) Mr. James M. Fay, under the terms of his warrant of appointment as member of the Electricity Supply Board, is allowed to hold the office of director or of managing director of the Drumm Battery Co., Ltd. This company is in liquidation. (4) Dr. Henry Kennedy, who is a part-time member of the Electricity Supply Board, is secretary of the Irish Agricultural Organisation Society.

(e) Irish Tourist Board:

No conditions are laid down by the Minister in regard to the method of appointment of the board's officers.
