In Committee on Finance. - Turf Development Bill, 1945—Money Resolution.

I move:—

That for the purposes of any Act of the present session to make better provision for the development, in the national interest, of the production, distribution and supply of turf in the State, and for this purpose to establish a board to be called Bord na Móna, to define its powers and duties, to dissolve the Turf Development Board, Limited, and to transfer its property and liabilities to Bord na Móna, and to provide for certain other matters connected with the matters aforesaid, it is expedient to authorise:—

(a) the advance to Bord na Móna out of the Central Fund or the growing produce thereof of sums, not exceeding in the aggregate £3,750,000;

(b) the charge upon and payment out of the Central Fund or the growing produce thereof of the principal of and interest on any securities issued for the purpose of borrowing under such Act;

(c) the payment out of moneys provided by the Oireachtas of grants, not exceeding in the aggregate £120,000;

(d) the release of Bord na Móna, for a period of not less than five years from the date of its establishment, from liability for interest in respect of advances to it from the Central Fund;

(e) the release of Bord na Móna in certain circumstances, and to an extent not exceeding £50,000, from the debt owed by the Turf Development Board, Limited, to the Minister for Finance immediately before the establishment date; and

(f) the payment out of moneys provided by the Oireachtas of such expenses as may be incurred by the Minister for Industry and Commerce in the administration of such Act.

Perhaps the Minister would be good enough to give us some explanation of paragraph (e)?

Would it not be better to discuss that on the relevant amendment?

I do not want to discuss it, but merely to get some information. After all, if we pass this resolution, we are committed.

The proposal is to remit to the extent of £50,000 the amount now due by the Turf Development Board to the Exchequer. I can explain that in greater detail if the Deputy wishes, but I was proposing to deal with it on the amendment.

Would the Minister say, at this stage, the total debt involved?

It is a substantial sum.

Is it five times or ten times this amount?

About twice it.

Would this not arise on the section?

I am merely looking for information.

The Deputy is within his rights.

I wish to deal with it on the appropriate section.

Would the Minister say, briefly, now on this Money Resolution, in what particular forms in future years the chance will arise in the House to discuss the various types of advances or remissions for which provision is made in this Resolution?

So far as the amount mentioned in sub-head C is concerned, that will have to be voted each year. There are also to be submitted to the House in due course, the reports from the board and the statement of accounts, which can be brought forward for discussion on the Estimate or on a motion.

Is that the only way?

That is the only way.
