Supplementary Estimate—Leave to Intorduce.

Minister for finance (Mr. Aiken)

I move:—

That leave be given by the Dáil to introduce the following Supplementary Estimate for the service of the year ending on the 31st day of March, 1947, namely:—

Vote No.—

15 (Commissions and Special Inquires).

Would the Minister say what the Estimate is about?

It covers the expenses of the Commission on Place Names, and the expenses of the tribunal of inquiry held pursuant to the Resolution passed by the two Houses on the 5th June last.

I desire to say that we are opposing the introduction of the portion of the Estimate which relates to the tribunal of inquiry on the grounds that it is bad principle to contribute public money to a private individual and a public individual in a matter of this kind. Accordingly, we are opposed to it.

I wish to say, in bringing forward this Supplementary Estimate, that the portion of it dealing with the expenses of this tribunal is in keeping with the pleas that were made by the Deputy's leaders in the Seanad.

We will want more of an explanation than that from the Minister.

The Minister is unusually reticent.

Deputies are aware that much discussion is not allowed on the First Stage of a Bill or on the introduction of a Supplementary Estimate.

Did I understand Minister to say this is being introduced in response to some request?

After Deputy Cosgrave had spoken I referred to the question of a request that was made by the Deputy's leaders in the Seanad.

I have no leaders in the Seanad.

Is the Minister prepared to do everything that they ask?
