asked the Minister for Posts and Telegraphs if he is aware that letters were posted on 4th January, 1946, and 12th March, 1946, at Rosyth and Swindon respectively, to Mr. John Clarke, Woodbrook, Bray, and that both letters failed to reach him; that another letter was posted at Swindon on 6th May, 1946, containing two postal orders valued at £1 each, and that these also failed to reach Mr. Clarke; and if, in view of the non-delivery of the aforementioned letters, he is prepared to refund the sums of money to Mr. Clarke.

The non-receipt of the three letters referred to was reported to the Post Office. All inquiries practicable were made but it was not possible to ascertain the circumstances in which the letters failed to reach the addressee. The letters were not registered.
Two postal orders valued at £1 each, which were enclosed in one of the letters, were traced as having been cashed at the General Post Office, Dublin. It was not possible to ascertain by whom the orders were negotiated. The receipting signature on each order corresponded with the name of the payee as entered on the orders. Payment of them was in order, therefore, so far as the Post Office was concerned. As there was no irregularity on the part of the Post Office in the payment of the orders, a claim for a refund of their value cannot be allowed.
