I am most anxious to publish the White Paper to which the Deputy refers at the earliest possible date with a view to enlightenment of public opinion on all aspects of this important question. A number of major matters are, however, still under consideration and it may not be possible to publish the White Paper before the Summer Recess. However the Deputy may rest assured that the matter is being pushed forward with all possible speed and that no avoidable delay will be allowed to occur.
