asked the Minister for Industry and Commerce whether the question of issuing tea and sugar retailers' licences in respect of new businesses has been considered; and, if so, whether he has decided to grant licences in such cases.
I propose to take Questions Nos. 45 and 46 together. While I have every desire to facilitate persons starting up in business, I regret that it is not yet possible to provide quotas of tea and sugar for persons who wish to undertake a retail business in these two commodities.
