The answer to the first part of the question is "yes." The possibility of providing improved rates of remuneration for these men is under examination in my Department, and I am not without hope that in collaboration with the co-operative movement it may be possible to work out a new scheme of cow-testing which would permit of reasonable salaries being paid to supervisors.
