I do not propose to initiate any negotiations regarding the price of next year's flax crop as I have no reason to believe that the thesis that Irish flax is worth less when grown outside the Six County area is not still maintained by the spinners. On such terms I would not encourage any farmer in Ireland to grow flax; but if proposals of a reasonable and equitable character are made, they will be examined sympathetically as was the practice during the years prior to 1948.
