asked the Minister for Local Government whether he is aware that the final valuations made in respect of houses erected in accordance with the provisions of the Small Dwellings (Acquisition) Acts, are usually substantially lower than the provisional valuations based on the original plans, thus causing financial embarrassment to persons who contracted to have their houses built subject to a loan; and, if so, whether he will ensure that applicants in future will be aware of their financial requirements before contracts are signed.

I am not aware that in general the final valuations made by local authorities in respect of houses erected with the aid of loans under the Small Dwellings Acquisition Acts, are usually substantially lower than the provisional valuations based on the plans, but I have received complaints from time to time in this matter in regard to the operations of the Dublin County Council. I understand, however, that this council recently decided to make loans on the basis of the provisional market value originally notified by them to borrowers.
