asked the Minister for Posts and Telegraphs whether he has been requested to afford recognition to the Temporary Postal Workers' Association, and whether, in view of the fact that these workers have many grievances needing redress, he will afford such recognition so that the association may place these grievances before him.

For many years past the Post Office Workers' Union has been recognised as the appropriate negotiating body for the Department's manipulative grades, both temporary and permanent, and I could not, therefore, afford sectional recognition to another association which caters only for some of these grades and whose membership is confined to one district. I may add that officers who, for any reason, do not wish to avail themselves of a recognised association, are entitled to submit their claims direct, either individually or collectively, in the form of a memorial.
