asked the Minister for Finance if he will state the number of (a) established and (b) unestablished civil servants in employment on 31st March, or the nearest available date, in each of the years 1947, 1948, 1949, 1950; and if he will state the total expenditure on remuneration and allowances under both headings on the dates mentioned.

As the reply is in the form of a tabulated statement, I propose, with the permission of the Ceann Comhairle, to have it circulated in the Official Report.

Following is the reply:—

Figures are not available to show the position as on the 31st March as the census of staff is taken at the beginning of each calendar year. The following statement shows the numbers and annual costs, so far as available, in respect of remuneration and allowances of civil servants employed at the beginning of each of the calendar years 1947, 1948, 1949 and 1950.

As regards the figures for 1949, pending completion of pay adjustments consequent on the Civil Service Pay Agreement of 22nd October, 1948, it was not practicable to take the 1949 census at the normal time. As the adjustments took a considerable time it was eventually decided to take the 1949 and 1950 censuses simultaneously. Analysis of the censuses has not yet been completed. Accordingly, the figures of numbers and costs for 1949 are incomplete, and the figures for both years are provisional and subject to adjustment when final figures are available.

The figures do not include numbers and costs of (a) persons employed on relief schemes, (b) persons employed on a fee basis, and (c) artisans, labourers, etc., employed on schemes or works of a temporary nature (other than relief schemes) who are not regarded as civil servants.
