Ceisteanna—Questions. Oral Answers. - Differential Rents.

asked the Minister for Local Government if he will now state (a) the basis for the differential rents for council cottages in County Dublin; (b) the manner in which the council arrive at the differential rent for each tenant; (c) whether the council took the permanent or the temporary employment of the tenant into consideration; and (d) whether he has received the final recommendation from the council in the matter.

As the reply includes a tabular statement I propose, with the permission of the Leas-Cheann Comhairle, to circulate it with the Official Report.

Following is the statement:—

(a) and (b) The scheme of graded rents which the Dublin County Council have adopted provisionally for all new houses provides for a grading of rents on the following basis:—

For the purposes of the scheme maximum and minimum rents have been fixed for (1) houses with water and sewerage services and (2) houses without those services. The rent which each tenant is required to pay depends on the family income, i.e., the aggregate of the incomes from whatever source of those who ordinarily live in the house. An exception is made in the case of income from children's allowances and scholarships awarded by the county council which are not reckoned for the purpose of calculating rent.

(c) As already indicated family income from whatever source is taken into account. If family income falls for any reason the rent will be reviewed on notification being sent to the county council.

(d) The answer to this part of the question is in the negative. I understand that the council will, at their meeting on the 8th instant, consider a recommendation from the housing committee that the graded rents scheme should remain in force unchanged for a further period at the end of which the working of the scheme will be reviewed.
