I indicated yesterday that I might propose an amendment to the Bill. On consideration, the only amendment I could seek to insert would be one negativing the principle adopted by the House on the Second Reading and that amendment would not be acceptable. I take it that the House will pass the Bill, but I want to be taken as dissenting from the passing of the Bill for the reasons given by me yesterday on the Second Stage.
