asked the Minister for Finance if he will state who is responsible for the delay in the erection of a navigational beacon on Bloodyforeland, County Donegal.

The erection of the guiding light at Bloodyforeland awaits the acquisition of the necessary site and right of way by the Donegal County Council. The site is on a commonage held in undivided shares by 44 tenants whose signed consents to the conveyance of the site and grant of the right of way are necessary. I am informed that, while the consents of a number of the tenants have been obtained, the county council is having difficulty in obtaining consents in the remaining cases due to the absence of tenants abroad, deaths, etc. The delay in proceding with the erection of the light is, accordingly, unavoidable.

So the position is that it is the legal formality of obtaining title that is the cause of the delay in the erection of this light?
