Ceisteanna—Questions. Oral Answers. - Promotion in Civil Service.

asked the Minister for Finance if he will state how long, in the general experience of the Civil Service, have officers promoted to the higher executive grade usually served in subordinate grades before being promoted to the higher executive grade.

The minimum periods of service for promotion to the grade of higher executive officer have in recent years been either seven years' service as executive officer or a total of nine years' service, of which not less than three years have been given in one or more of the general service grades of executive officer, staff officer or senior staff officer. Information as to the average length of service prior to promotion is not readily available.
