Vol. 124 No. 9

Ceisteanna—Questions. Oral Answers. - County Council Employees.

Mr. Murphy

asked the Minister for Local Government if he will state the governing conditions for and the rates of payment in respect of wet time to county council employees.

With a view to securing as much uniformity as possible in the conditions governing the payment for wet time, county councils were advised on the 27th January, 1949, that, where weather conditions interfere with the operations of road workers, payment of wages should be made to the nearest half-day worked, that is, that payment be made for a half-day (morning or afternoon) irrespective of the actual time worked in that half-day and that men reporting for work in the morning should be paid for that half-day even though weather conditions render work impossible. Similarly, where men are asked to report again in the afternoon, any who do so should be paid for the second half of the day, even though the weather does not, in fact, improve sufficiently to enable work to be done. I have no power to insist on the adoption of any particular scheme, but I may say that the recommendations have been adopted in the majority of counties.
