Committee on Finance. - Resolution No. 4—Rates of Estate Duty.

I move:—

That, in the case of persons dying after the 2nd day of May, 1951, the scale set out in the Schedule to this Resolution shall be, and shall have effect as, the scale of rates of estate duty in lieu of the scale set out in the Third Schedule to the Finance Act, 1941 (No. 14 of 1941).

Resolution No. 4 is not Resolution No. 4 as previously introduced. This is Resolution No. 5 as previously introduced. This is the Financial Resolution which governs the rates of estate duty.

This Resolution was also objected to by the Minister as giving benefit to the capitalist who died leaving an estate of £2,000. Has the Minister changed his mind about this capitalist and the wealthy people leaving estates of £2,000?

I find myself in the position that, following the Deputy, I took over a concern with its assets and liabilities. The only difficulty about it is that there are more liabilities than assets attaching to it at the moment.
