Vol. 127 No. 3

Ceisteanna—Questions. Oral Answers. - Promotion of Boiler Attendant.

asked the Minister for Health why the county manager did not use his executive power to promote Mr. John Lillis, a permanent and pensionable employee at Fermoy County Hospital, to the position of boiler-house attendant having regard to his temporary full-time service as boiler attendant since February, 1950, and his previous casual service in the same post, his references from the county surgeon and the matron of the hospital and his Old I.R.A. service and service with the Red Cross during the emergency.

The appointment of a boiler house attendant is a matter for the local authority in pursuance of the Local Government (Minor Officers) Order, 1943.

At my request the county manager has supplied me with a report on the method employed in selecting the successful candidate. That report satisfies me that the appointment was made in a regular manner.

Did the county manager submit a report to the Minister that this new attendant was incapable of getting water into the boiler in Fermoy on last Friday morning and had an unauthorised person with him for three hours who was ejected by the matron, and came back again? Is he further aware that he had this unauthorised individual with him on last Saturday? Did the manager give the information to the Minister as to the qualifications, testimonials and experience the successful applicant had?

He did not give me the information.

He did not give it because he had not got it.

I am afraid the Deputy has taken me up wrongly. He did not give me the information that the man failed in his duties. He gave me a copy of the testimonial supplied by his previous employers.

By the successful applicant's previous employers?

With your permission, Sir, owing to the unsatisfactory reply the Minister has given, I propose to raise Question No. 32 on the Adjournment.
