Mr. Byrne

asked the Minister for Finance if he will state the number of State officials who retired (a) under Article 10 of the Anglo-Irish Treaty prior to 6th December, 1929; (b) under the Civil Service (Transferred Officers) Compensation Act, 1929; and (c) in the normal course of service during the period the standstill Order was in force, i.e., up to 1947 and whose pensions were partly assessed on cost-of-living index figures considerably below the actual officially ascertained index figures; and further if he will state the saving to the Exchequer (a) from the operation of the penal provisions of the 1929 Act and (b) by the effect of the imposition of the standstill Order.

The total number of persons who retired or who were discharged and who received compensation under Article 10 of the Treaty is 3,049. Of this number, 964 received compensation under the Civil Service (Transferred Officers) Compensation Act, 1929. It would not be possible to segregate this large number of cases according to dates of retirement, as requested by the Deputy, without a disproportionate expenditure of time and labour. The number of civil servants who retired on pension in the normal course during the period of operation of the Civil Service (Stabilisation of Bonus) Regulations, 1940, was 1,284. Figures are not available to indicate the saving to the Exchequer resulting from certain provisions of the 1929 Act or from the operation of the 1940 regulations.
