asked the Minister for Posts and Telegraphs if he will state by what statutory authority the sum of twopence is deducted from the weekly pay of every postman for a stamp on his receipt for his pay; if he is aware that such a deduction from pay is contrary to the law and policy of the law in respect of other workers and if he will take steps to end the practice in the post office.

Postmen, in common with most civil servants, are required, for accounting purposes, to give a receipt for wages when paid. Where the amount is £4 or over, the receipt must be stamped in accordance with the provisions of the Stamp Act, 1891, as amended by the Finance Acts, 1926 and 1935.
