asked the Minister for Local Government whether any tests of hardboard have been carried out by officials of his Department to ascertain its economic, hygienic, and lasting qualities in comparison with plaster; and, if so, if he has satisfied himself that it is advisable to replace plaster with it.

The testing of building materials is not a function of my Department. I am satisfied, however, that in particular cases in which hardboard was used in housing schemes the circumstances justified it.

That reply does not convey whether hardboard is as suitable as plaster. The question asks if it is as suitable or as enduring as plaster?

I was asked that question last week. Of course, the position is that local bodies have to be advised by their own architects in these matters and, while we have opinions also and, naturally, seek advice from those whose duty it is to test these materials, the main onus of a decision of this nature rests with the local authorities, on the advice that I have referred to.
