Written Answers. - Social Welfare (Insurance) Bill.

asked the Minister for Social Welfare if he will state the estimated allocations in respect of each of the following classes of benefit: (a) disability benefit; (b) unemployment benefits; (c) widows' pensions and orphans' allowance; (d) marriage benefit, and (e) maternity benefit, of the ordinary rates of contribution in respect of entrants (men and women) into insurance at the age of 16 under the Social Welfare (Insurance) Bill, 1951.

I should explain that the rates of contribution quoted in the Social Welfare (Insurance) Bill, 1951, were not calculated by reference to the actuarial value of the benefits in respect of entrants at the age of 16. They were determined on the principle that roughly two-thirds of the anticipated annual expenditure would be met by insured persons and employers and the weekly flat rate amounts were arrived at by spreading this expenditure over the insured population as a whole.

The following is an analysis of the ordinary weekly rates of contribution necessary to meet the full benefits:—
