Ceisteanna—Questions. Oral Answers. - Establishment and Extension of Factories.

asked the Minister for Industry and Commerce if he will state (a) the number of new factories employing (i) less than ten persons, and (ii) ten or more persons, established without State aid or assistance in the Twenty-Six Counties during the period July, 1945, to date, and still in production; (b) the name, location and nature of production of each factory; (c) the date of commencement of production; (d) the total amount of employment provided by the factories referred to at (a) (i) and (a) (ii) respectively, distinguishing in each case between adult (male and female) and juvenile (male and female) employees, and (e) the estimated total potential employment to be provided by the factories referred to at (a) (i) and (a) (ii) respectively, when in full production.

The information requested by the Deputy, so far as it is available to me, has been summarised in the form of a return. I am arranging to lay this return on the Table of the Dáil.

Industries which received direct State assistance in the form of guaranteed trade loans are shown separately. It could be said that most if not all the industries listed have been assisted by the Government's industrial policy.

I wish to emphasise that the return includes only those undertakings which have come officially to the notice of my Department, but there may be others of which there is no official record to date. It follows that publication of this return may give an unfair advantage to those firms mentioned in it, especially over similar concerns established before 1945. On the other hand, some of the undertakings may be closed. Although the return omits cases in which employment is probably very small, it should be understood that in the aggregate these small industries provide a considerable volume of industrial employment.

Employment is a variable factor and it is not possible, therefore, to give up-to-date employment figures without making a special investigation. The return does not, therefore, distinguish between those employing more and those employing less than ten workers. All manufacturing concerns furnish annual returns to the Central Statistics Office, and the statistics published by that office, based on these returns, give an analysis of the employment as between men, women, boys and girls. In October, 1951 (the latest date for which figures are available), the number of persons employed in industries making transportable goods was 133,790.
