Ceisteanna—Questions. Oral Answers. - Mileage Limitation on Lorries.

asked the Minister for Industry and Commerce if, in view of the great uncertainty amongst the trading community and the near approach of the new taxation year, he will make a definite statement to the Dáil regarding Government policy towards the suggested mileage limitation on privately-owned lorries.

As I indicated in reply to a question on 22nd October last, I have felt bound to consider and investigate fully the proposals made by Córas Iompair Éireann for a mileage limitation on privately-owned lorries. I have already received views from some 65 trade associations, public and local bodies and individual firms, and further memoranda continue to reach me daily. The matter is also under consideration by the Consultative Committee of Trade Unions with members in the employment of Córas Iompair Éireann. As the Córas Iompair Éireann proposals have such far-reaching implications I feel it is essential that before asking the Government to make a decision I should consider very carefully the reactions of those interests most likely to be affected. The work of examining and analysing the various views which have been expressed is proceeding as quickly as possible.

If the Minister wishes to give fair consideration to all these proposals would it not be advisable for himself to give good example and to refrain from making provocative speeches in which he is attempting to prejudge this question?

I am trying to provoke thought on this question.

In view of the motor taxation increase which will come into operation in the New Year would the Minister consider making a definite statement between now and the New Year?

No. I think it is unlikely that any final decisions of policy in this regard will be made before the New Year. It will be appreciated that any change in legislation can only be effected by a measure submitted to the Dáil. There is no likelihood of any such measure being submitted, much less passed, within the course of this year.

Is the Minister aware that within the next few months the hand-won turf season will be starting and that it is essential that producers of hand-won turf should know whether the distribution of their turf will be confined to this radius?

It will not be confined. The proposals of Córas Iompair Éireann could not be given effect without legislation and there is no suggestion yet that any legislation dealing with transport firms will be submitted in the early future.

What is being asked for is a statement of Government policy.

The Government's policy is in the course of formulation.

The policy is: "Wait and see."

We believe in consulting other people before reaching decisions.

That is quite right.
