Does my memory serve me right if I recall that the Taoiseach intervened at an early time in this financial year to assure the House that he had given express instructions to the Government that under no circumstances would there be any Supplementary Estimates this year?
The Deputy's memory is incorrect.
I do not think so. I understood him to say that the limit of the taxable capacity of the people had been reached and that he had given directions that any additional expenditure was to be provided for out of economies.
It cannot be discussed now.
It is just on the question of the propriety of introducing Estimates in flagrant disregard of the Taoiseach's injunction to his Ministers.
The statement made by the Deputy is not accurate.
