Legislation for the purpose referred to by the Deputy would be contrary to the main qualifications on which local government franchise is based, namely, residence in the administrative area concerned or occupation of land or premises within that area. The only method by which the objective which the Deputy has in mind could be achieved, without prejudice to the principles which I have mentioned, would be by way of extension of the borough boundary.
