Committee on Finance. - Factories Bill, 1954—Referred to Special Committee.

I move:—

That the Order of the Dáil of 10th November, 1954, that the Factories Bill, 1954, be considered in Committee of the whole Dáil be discharged;

That the Factories Bill, 1954, be referred to a Special Committee consisting of 17 members to be nominated by the Committee of Selection;

That the quorum of the Committee be six; and

That the first meeting of the Committee be held not earlier than 16th December, 1954.

I understand the Opposition have agreed that the Committee Stage of this Bill should be referred to a Committee of the House. I want to express my thanks to the Opposition for being so accommodating in this respect. We can ensure the Committee sits during the Christmas adjournment of the Dáil when it will be possible to see the pattern of the Bill as it comes out of Committee from this particular Select Committee. Therefore, this would facilitate the preparation of the many resolutions which have to be prepared in anticipation of the ultimate coming into operation of the Act.

I should like to ask a question. Could the Chair let the House know what is the position of amendments already entered for the Committee Stage of this Bill? I think the Minister made a slight mistake in referring to this Committee as a Select Committee. It is a Special Committee.

The amendments already in will be considered by the Special Committee.

I am asking the Chair about the position.

I do not see how they can be considered inasmuch as the sponsors of the amendments will not be there to move them. I expect they will have to fall. It is a Special Committee. There are amendments to the Bill as presented to the House on Second Stage. They will have to be tabled again I take it by members of the Committee. Nobody else can act within the Committee except the members of the Committee.

It is just a matter of resubmitting the amendments in the names of those who are members of the Committee.
